Problem:

Sending an IPAWS test message generates the following error:

there was an error sending your IPAWS message.

Root Cause:

The message expiration configured for the notification exceeds 24 hours.

Solution:

Message expiration must be less that 24 hours. (FEMA recommends the message expiration should be 1-2 hours.)
